In the context of Faxian's Travels The state of Qiangui was the capital city of Qifu Qiangui 乞伏乾歸, ruler of the Western Qin (Xi Qin 西秦), one of the sixteen states of the Eastern Jin. The Zizhi tongjian 資治通鑒, under Taiyuan 13 (388) of Emperor Xiaowu 孝武 of the Eastern Jin, says, "In the ninth month, Qian Gui, King of Henan 河南, moved his capital to Jincheng 金城." Under the year 400 (Long'an 4, Emperor An 安 of the Eastern Jin), it says: "In the first month of spring . . . Qian Gui, king of the Western Qin, moved his capital to Yuanchuan 苑川." Faxian passed through the state of Qiangui in Long'an 3, or 399, when the capital of the Western Qin was still at Jincheng.
